Civil servant and architect. John Gordon Dower was born and died in Yorkshire. In 1945, invalided out of military service, he produced the official report which set out what National Parks in England and Wales should be like, and helped lay the foundations for the 'National Parks and Access to the Countryside Act 1949' which created the National Park system.
