The borough was formed in 1965 by the merging of the separate former boroughs of Kensington and Chelsea. It was originally planned to call it just Kensington, but Chelsea was added after local protests.
The vestries of Kensington and of Chelsea were precursors to this body.

London borough formed by the London Government Act of 1963. The constituent parts were almost all of the Municipal Borough of Barking and the greater part of the Municipal Borough of Dagenham.
Could "R.C.R.B." be the initials of a former name for the borough: "Royal Chelsea R. . . . Borough" for example? It certainly seems to indicate the organisation responsible for the plaque.
