Prior to WW2 this crescent was occupied by a landscaped garden and was quite a swanky address. has an article on the 1912 white building that can be seen to the left of our photo. The strange building immediately behind this monument is the entrance to one of the London WW2 deep level shelters. Towards the end of 1942 this shelter, called The Eisenhower Centre, was used as General Eisenhower's London headquarters. It has another entrance in Tottenham Court Road, next to Whitfield Memorial Church and opposite Torrington Place. See for lots of information about these war-time constructions.
