The location is where he spoke to the people of the town from outside the Victoria Buildings, (now a branch of Marks and Spencer).Â
Wikipedia gives the architects as "Davis and Emanuel Pevsner". We believe the "Pevsner" to be an error, that has been widely copied.
This plaque is on the wall behind the arch.
