Hanc porticum. In memoriam Roberti Lowe Vice-Comitis de Sherbrooke qui summa Reipublicae officia vi ingenii consecutus fideliter explevit et in vicinis Britannici Senatus comitiis patriam favori partium semper praeposuit Carolina viduaeius dicavit AD MDCCCXCIV

Translates as:
His widow Caroline dedicated this portico in 1894 to the memory of Robert Lowe, Viscount of Sherbrooke, who, having attained the highest positions in Government through his natural talent, faithfully performed his duties and in the British local government elections always put his country ahead of his party.

We again thank David Hopkins for the Latin transcription (from some tortuous Gothic lettering) and translation. We've searched but the reference to British local government elections makes no sense to us.
