The 'lamp of maintenance' above the bust is the symbol used by Toc H. This whole memorial is unusual and looks rather odd on this building. The ever excellent Ward-Jackson (Public Sculpture of the City of London) tells us that it was commissioned by Clayton as an expression of gratitude to Wakefield.
