The mural, showing Shakespeare holding Yorick's skull) was created by James Cochran (known as Jimmy C). This gives more information.

We don't know if the plaque is meant to be part of the installation, or added by someone else.  We also don't know if the plaque or mural are still there - our photos were taken in 2021.
