Sir Angus Newton Scott. Councillor at the LCC 1922 - 41. Chairman 1932-3.  Knighted 1932.

Born Blackheath, spent some time as a child on the Isle of Mull. Chartered accountant, with his own firm Angus Scott and Co. Prominent freemason. 

The painting (by Wilfred Gabriel de Glehn) is dated 1932, his official portrait as Chairman of the LCC, indicated by the coat of arms of the City of London medallion.
