Cecil Harman Wigan was born on 7 June 1874 in Mortlake, Surrey, a son of James Wigan and Maria Branley Hearne Wigan née Nicholls. His father was a Brewer. He was baptised on 7 July 1874 at St Mary's Church, Mortlake. The 1881 census shows the family living at Cromwell House, Mortlake and the 1891 census records him boarding at Green Hill School, Sherborne, Dorset. On 6 November 1895 he was admitted to the Freedom of the City of London in the Worshipful Company of Goldsmiths. On the night of the 1901 census it shows him visiting William and Alice Keswick at Eastwick Park, Great Bookham, Surrey and his occupation is recorded as an Electrical Engineer.
On 2 September 1908 he married Christine Frances de Coudray Tronson at St Mary's Church, Mortlake and he was shown as still living at Cromwell House, Mortlake. Their son, Anthony Harman Wigan, was born on 20 May 1910 and the 1911 census shows them living at Dudley Bank, 6 Highfield Hill, Upper Norwood, Surrey. His occupation is recorded as Motor Engineer. Sale and Repair of Cars. Their daughter, Ursula Christine Sybil Wigan, was born on 12 July 1912. Telephone directories from 1913 to 1924 show him at 1 Harold Road, Norwood, SE19 and from 1926 to 1938 at 3 Harold Road, Norwood. He is listed in The London Gazette dated 3 June 1929 being awarded in the King's Birthday Honours List an M.B.E. for services as a Commandant in the Metropolitan Special Constabulary.
The 1939 England and Wales register shows him, his wife and daughter living at 5 Seamill Park Avenue, Worthing, Sussex. He is listed as a Engineer (Retired) and still attached to the Metropolitan Special Constabulary. Telephone directories show that he remained at this address until 1952 when he moved to 25 Victoria Drive, Worthing. He died at home, aged 79 years, on 27 October 1953. Probate was granted to his widow and his effects totalled £7,642-17s-3d.
