Colin William Morley was born on 5 March 1953 in Coulsdon, Surrey, the eldest of the three children of William F. Morley and Hilary Morley née Baldock. His sister, Gillian A. Morley, was born in 1957 and his brother, Brian D. Morley, was born in 1960.
He married Rosalind D. Gilmore in the 1st quarter of 1977 in the Harrow registration district and they had three sons: Gavin William Morley (b.1978), Oliver Lawrence Morley (b.1980) and Jake Colin Morley (b.1983).
