Member of Hackney's Maternity and Child Welfare Committee in 1938. Councillor, Mrs C. Gooch, on the same plaque was probably his wife.

It's an uncommon name and local politics are sometimes "inherited".  Seems possible that (1880-31 March 1942) was related: "... was a metal worker and politician from Hackney. Born in Hackney, he was the son of Thomas Gooch, a general packer, and his wife Sarah Emily née Gaisford, a stationer and newsagent. ... By 1921 he had returned to Hackney where he was to live for the rest of his life. He became a member of Hackney Borough Council and served as Mayor of Hackney 1940-41."

There was also JP (1871-1959) who was a politician but based in Dulwich, so less likely.
