Gunner Francis John Tugwell was born in 1925 in Willesden, the elder son of Francis William Tugwell and Stella Tugwell née Vincent. His father was a Signalman working for the London Passenger Transport Board. In December 1941 he was appointed as a Postman in London's Western District Office. He joined the Royal Artillery and whilst attached their 15th Field Regiment died, aged 19 years, on 1 September 1944. He body was finally re-interred on 14 May 1945 in Grave I.A.48 at the Commonwealth War Graves Commission's Gradara War Cemetery, Pesaro, Italy.
