Frederick Frank Woodward was born on 6 March 1885, in Hanwell, Middlesex (now Greater London), one of the ten children of Arthur Henry Woodward (1859-1925) and Alice Elizabeth Woodward (1858-1946). His birth was registered in the 2nd quarter of 1885 in the Brentford Registration District, Middlesex (now Greater London). On 10 April 1887 he and his elder sister, Florence Gertrude Woodward (1883-1887), were jointly baptised at St Mark's Church, Lower Boston Road, Hanwell, where in the baptismal register his date of birth was confirmed, that his family were living at 16 St Andrews Road, Hanwell and that his father was a postman.

He was shown as aged 6 years and a scholar on the census that was undertaken on 5 April 1891. He was still living 16 St Andrews Road, Hanwell, with his parents and three of his siblings: Bertie John Woodward (1886-1967); William Alfred Woodward (b.1888) and Arthur Henry Woodward (1891-1970), together with his widowed paternal grandmother, Elizabeth Broad, aged 56 years. His father was again listed as a postman.

He was described as aged 16 years and a paper hanger on the census that was compiled on 31 March 1901. His was still residing at 16 St Andrews Road, Hanwell, with his parents and six of his siblings: Bertie John Woodward; William Alfred Woodward; Arthur Henry Woodward; Robert James Woodward (1893-1946); Charles Woodward (b.circa 1895) and Sydney Walter Woodward (1898-1917), together with a female boarder. His father was now listed as a paper hanger working on his own account.

He married Alice Lavina West-Oram (1887-1968) in the 3rd quarter of 1907 in the Brentford Registration District.

When he completed his census return form on 2 April 1911 he described himself as aged 26 years and a house paper hanger, painter and decorator living in a four roomed property at 1 Northcroft Terrace, West Ealing, Middlesex (now Greater London), with his wife and their son, Alex William Arthur Woodward (1909-1951). He stated that his wife had given birth to two children, but that only one was still alive.

He said the that he was both a builder & decorator and an employer working from home at 1 Northcroft Terrace, West Ealing, when he completed his census return form on 19 June 1921. He was living there with his wife and their two sons, Alex William Arthur Woodward and Kenneth Frederick Woodward (1914-1986), both of whom were in whole time education.

Both he and his wife were listed on electoral registers in 1927 at 42 Mayfield Avenue, South Ealing, Middlesex (now Greater London) and it was here that and his wife were recorded on the England and Wales Register that was compiled on 29 September 1939. He was listed as a builder and decorator working on his own account.

His death was registered as aged 58 years in the 1st quarter of 1943 in the Hammersmith Registration District, London. Probate records show that his address had been 143 Northfield Avenue, West Ealing, but that he died on 9 February 1943 in The West London Hospital, Hammersmith Road, London, W6. Administration of his estate was granted on 6 May 1943, jointly to his widow and to his son, Alec William Arthur Woodward - a Lieutenant in the Royal Navy. His effects totalled £4,703-12s-9d.

He is shown as "MAYOR COUNCILLOR F.F.WOODWARD. J.P." on the plaque attached to the Hanwell Clock Tower at the junction of Uxbridge Road and Broadway, Hanwell, London, W7.
