Michael Graham Ruddock Sandberg was born on 31 May 1927, the youngest of the three children of Gerald Arthur Clifford Sandberg (1882-1954) and Ethel Marian Clifford née Ruddock (1882-1947). His birth was registered in the Kingston-upon-Thames registration district. His two elder sisters were Sylvia Nancy Sandberg (1917-1989) and Doreen Ethel Sandberg (1919-1997). His father was a bank clerk who would later become the Chief Clerk at the Bank of England.

Electoral registers in 1948 show him listed together with his father and youngest sister at Heathfield, Grove Road, Hindhead, Surrey. He married Carmel Mary Roseleen Donnelly (b.1927) in the 1st quarter of 1954 in the Dublin, Ireland, registration district.

He was made an Officer of the Most Honourable Order of the British Empire (OBE) in the and was promoted to Commander of the Most Honourable Order of the British Empire (CBE) in the 1. Her Majesty The Queen conferred upon him the Honour of Knighthood at Buckingham Palace on 11 November 1986. On 2 October 1997 he was created Baron Sandberg of Passfield in the County of Hampshire. He was affiliated to the Liberal Democrats party and retired from the House of Lords on 8 May 2015.

Telephone directories list him from 1968 to 1977 at Longdown, Longdown Road, Farnham, Surrey and from 1975 to 1976 at Flat 2, 71 Eaton Place, London, SW1. Electoral registers from 2003 to 2008 listed him at Waterside, Passfield, Liphook, Hampshire, GU30 7RT and from 2008 to 2010 at Field House, Wheatsheaf Enclosure, Liphook, Hampshire.

He died, aged 90 years, on 2 July 2017.
