Horace Perkins Hamilton was born on 20 November 1880 at 34 Hardinge Road, Ashford, Kent, the only child of Horace Hamilton (1845-1917) and Elizabeth Hamilton née Kitching (1847-1911). His birth was registered in the 4th quarter of 1880 in the West Ashford Registration District, Kent.
In the 1881 census he is shown as Horace P. Hamilton, aged 4 months, living at 34 Hardinge Road, Ashford, with his parents, a grand aunt called Catherine Sampson, aged 61 years, together with a female general servant. His father was described as a solicitor's managing clerk.
He was shown in the 1891 census as aged 10 years and a scholar, living in a house in Albert Road, Ashford, with his parents and a female general servant. His father was listed as the Clerk to the East Ashford Board of Guardians. Having been educated at the Ashford National and Grammar Schools he obtained a foundation scholarship at Tonbridge School, High Street, Tonbridge, Kent.
When the 1901 census was undertaken he was shown as aged 20 years and a scholar, living at 41 Albert Road, Ashford, with his parents and a female general domestic servant. His father was described as the Clerk to the Local Guardians and to the Rural District Council.
He was described by his father, when completing the 1911 census return form, as aged 30 years, single and both a barrister at law and a civil servant, a second class clerk at the Estate Duty Office, Somerset House, Strand, London, still living in the ten roomed property at 41 Albert Road, Ashford, with his parents, together with a female general domestic servant. His father listed himself as a Clerk to a Grammar School and a retired, superannuated, Clerk to Guardians.
On 11 November 1915 he married Amy Klein (1885-1970) at St Mark's Church, Reigate, Surrey, where in the marriage register he is shown as aged 35 years, a bachelor and civil servant, living at 7 Wellesley Mansions, West Kensington, London, whilst his wife is described as aged 30 years and a spinster residing at Hathelow, Reigate, Surrey, the daughter of Sydney Turner Klein, a merchant.
They had three children: Primrose Joan Belinda Hamilton (1918-1988); Vivien Hamilton (1921-1998) and Mark Hamilton (b.1925).

As Private Secretary to the Chancellor of the Exchequer he was, in the , appointed to be an Ordinary Member of the Civil Division of the Third Class, or Companion, of the Most Honourable Order of the Bath (CB). On 21 April 1921 he was made an Ordinary Member of the Civil Division of the Second Class, or Knight Commander, of the Most Honourable Order of the Bath (KCB).

In the 1939 England and Wales Register he is shown as Sir Horace P. Hamilton, KCB, the Permanent Under Secretary of State of Scottish Offices, living at Woodlands, Eglington Road, Hambledon, Surrey, with his wife and their two daughters, who were listed as students, together with a female domestic servant.

As the Permanent Under-Secretary of State for Scotland he was, in the 1942 King's Birthday Honours List, promoted to be an Ordinary Member of the Civil Division of the First Class, or Knight Grand Cross, of the Most Honourable Order of the Bath (GCB).
Telephone directories list him from 1948 to 1956 at Heath House, Buxted, Uckfield, Sussex, but electoral registers in 1950 and 1951 list him, his wife and their son at The Dutch House, Horsham Road, Holmwood, Dorking, Surrey and from 1953 to 1960 they list him and his wife at 1 Fairhall, Colley Lane, Reigate, Surrey.

His death, aged 90 years, on 15 September 1971 was registered in the 3rd quarter of 1971 in the Hendon Registration District, Greater London. Probate records confirm that his address had been Heath Hall, The Bishops Avenue, London, N2 and that when probate was granted on 1 February 1972 his effects totalled £87,837.
He is shown as 'SIR HORACE HAMILTON K.C.B.' on the foundation stone that was laid in 1932 at the Tonbridge Club, 120 Cromer Street, London, WC1.
