MDFCTA says this was originally erected in 1881 outside The Plough in Clapham, which we think might have been at 156 Clapham High Street,...
There is another trough with the same inscription further west along the road.
If this rather barren 60s paved area looks familiar perhaps you recognise it from the first scene in Antonioni's Blowup, from 1966.
