Note the imitation English Heritage logo at the bottom of the plaque and the look-alike pseudo-erector's name "Historical Heritage". As far as we can see this is the only plaque they have erected.

The in 2021: "Originally a public house built in the 1700s, the home is the oldest one on Old Church Street, which itself dates to 1566. As the oldest-recorded street in Chelsea, Mr. Russell {the sales agent} noted that it has been home to many high-profile residents over the years. .... Judy Campbell (an actress who was widely known as renowned playwright Noel Coward’s muse), who lived here at 21 Old Church St. between 1974-2004,” Mr. Russell said. In 2019, the Royal Borough of Kensington & Chelsea installed a blue plaque to the front of the home that commemorates the successful film and theater star, whose career spanned nearly 70 years."
Seems Mr Russell was taken in by the pseudo-official plaque and jumped to conclusions about who had been responsible for its erection.
