{On a stone plaque inlaid into the wall to the right of the Members Entrance:}
Metropolitan Borough of Poplar Town Hall and Municipal offices.
This stone was laid by Alderman C. W. Key, JP, on the 8th day of May 1937.
The text includes: "The councillors' entrance has a cantilevered concrete canopy balcony originally designed for councillors to give speeches from. It is decorated by ceramic mosaics, also by David Evans {1895-1959}, the underside illustrating the industries of Poplar and the River Thames; the balcony front bears the arms of the Borough and child figures symbolising Art, Science, Music and Literature."
The foundation stone is very dull, whereas the mosaics are a delight, but very difficult to photograph. Nonetheless we have chosen our photo of the underside of the balcony to illustrate this page.
