This building is, in 2012, used as an annexe to the National Portrait Gallery.
This whole terrace emerged last year from (seems like) years under scaffolding and wraps. As we took our close up photo the security guard appeared. You can see him with his back to the camera. But he didn't really mind. He explained that the statue had only just been reinstated and was due a spruce up. It was very dusty.
