The flower on the plaque looks to us like a chrysanthemum but we don't know if it has any special significance.

The proximity of St Thomas' Hospital may explain the location of this plaque.

2018: We note that Google Maps has this plaque plotted much closer to Westminster Bridge. Our photo shows the plaque being riverside of the modern St Thomas's Hospital building. That's certainly where it was a few years ago and we doubt it's been moved.
