Amateur astronomer, mechanical engineer and civil servant. Born in Carmarthen, he was known as Hugh Percy. He was elected to the British Astronomical Association in 1918, and was director of its Lunar Section from 1946 to 1956. In 1948 he produced a map of the moon with new names for some existing features, and asked the International Astronomical Union for these names to be adopted, but was refused. He collaborated with Sir Patrick Moore on two astronomical works. The moon crater 'Wilkins' was named for him.
