Mark Edward Bennett was born on 9 July 1969 in Crowthorne, Berkshire. He was the son of Colin Leslie Bennett (1940-2017) and Barbara A. Bennett née Clover (b.1944). His birth was registered in the 3rd quarter of 1969 in the Easthampstead Registration District, Berkshire.

From his obituary contained on the we learn that he was a former Cabinet Office civil servant who served as an assistant to the Chief Press Secretary Alastair Campbell at Downing Street, London, SW1, from 1997 to 2001 under Tony Blair.

Having won a by election in 2005 he represented Streatham South ward of the London Borough of Lambeth and was serving as the Mayor when he died, aged 44 years, from a suspected heart attack in hospital on 4 February 2014.

He is shown as 'Cllr. Mark Bennett, Mayor of Lambeth' on the plaque located at The Rookery Gardens, 40 Streatham Common South, London, SW16.
