agree with our thoughts that the “McM” probably indicates the artist but report that even the De La Rue archivist cannot identify the person.

Above the entrance on the left "Public Library" and in the stone decorations: "1908" and "HBC" for Holborn Borough Council.  .  Shakespeare's bust is on the base of the first floor bow window to the left.  The entrance to the right takes you into the lobby where the two plaques are to be found.
